About the committee
(1)There shall be a Committee to be known as Committee on Rules and Business appointed at the commencement of the life of the House consisting of not more than 15 members nominated from the political parties represented in the House in accordance with their numerical strength.

(2) The Committee's jurisdiction shall cover:

  • Scheduling the business of the House and causing them to be printed on the Order Paper
  • Allocation of time for the business of the House
  • House Organisation relative to Rules, Business and Procedure of the House
  • Shall examine provisions of Bills which seek to:
    delegate powers to make 'Orders", or amend earlier Acts delegating such powers with a view to seeing whether suitable provisions for the laying of the 'Orders' before the House have been made therein
  • Shall examine any other matter relating to 'Orders" or any question of subordinate legislation arising there from;
    Consider:
    • Whether the order is in accord with the provisions of the Constitution or the Act pursuant to which it is made;
    • Whether the order contains matter which in the opinion of the Committee should more properly be dealt by an Act of the National Assembly;
    • Whether the order directly or indirectly bars the jurisdiction of the court;
    • Whether the order gives retrospective effect to any of the provisions in respect of which the Constitution or the Act does not expressly give any such power;
    • Whether the order involves expenditure from the consolidated revenue fund of the Federation or the public revenues;
    • Whether the order appears to make some unusual or unexpected use of the powers conferred by the Constitution or the Act pursuant to which it is made;
    • Whether there appears to have been unjustifiable delay in its publication or laying the order before the House;
    • Whether for any reason the form or purport of the order calls for any elucidation
  • Shall scrutinize all delegated and subsidiary legislation made pursuant to any law made or deemed to be made by the National Assembly and ensure its incorporation into the body of laws pursuant to which same is made, and ensure that same is consistent with the powers granted by the Principal Act or enabling instrument
  • Shall scrutinize the implementation of all House Resolutions and all Acts passed or deemed to have been passed by the National Assembly.
